Yes, French citizens are eligible for Shenzhen VOA, but I would suggest you to use 144 hour visa free transit instead. This is much better option and is especially useful if your next destination is Hong Kong or Macau. This option is totally free and allows you to travel throughout the Guangdong province while Shenzhen VOA allows you to stay just within Shenzhen Special Economic Zone.
