Can any Indian passport holder apply for 2 years multiple entry VISA ?

I have visited China 4 times in last 6 months. Every time I have applied for multiple entry 1 year validity. But I got single entry 3 months validity. So Each time I have to apply for Visa and it is taking time.

Can any Indian passport holder apply for 2 years multiple entry VISA ? If yes then any specific details we need to mention in application form ?
