About:How to Travel to China without a Visa

Can I stay in Shanghai Pudong for 48 hrs

Australian passport but not in transit just fly in for 48 hours and back out

No, you cannot. You need a visa or to rearrange your flights to be eligible for visa free transit scheme by introducing the third country or eligible territory within the itinerary.
