Can I apply tourist Chinese visa at CVSA in Tokyo ?

I am holding thai passport and going to Tokyo for tourist and I want to apply tourist Chinese visa there can I ?

Matit, CVASC in Tokyo only accepts the application of the third country citizen with long-term stay in Tokyo, so you may need to apply in your home country.
