Flying from the UK to Qingdao to Hong Kong

Does Hong Kong count as an acceptable country to transfer to when using the 144 visa exempt arrangement?

Yes, it does. Your itinerary is definitely eligible, but I will warn you that your flights from London to Qingdao and from Qingdao to Hong Kong should not have any additional landing(s) within mainland China.
