About:How to Travel to China without a Visa

I have 1 layover & 1 “technical stop” and combined I will be in China 25 hours. Do I need a visa?

Yes, unless you are from a visa-exempt country. Visa-free transit will not apply because having two stops immediately limits you to 24 hours. In fact, most itineraries with a "technical stop" are actually no such thing, because passengers are allowed to board and/or disembark.
