About:China Visa on Arrival

Can I get a VOA flying from Auckland New Zealand to Haikou, via Guangzhou ?

We are travelling to Hainan Island for a golf tour, we fly direct to Guangzhou, then immediately on to Haikou, then return to New Zealand via Guangzhou, no other places on mainland China will be visited. A total of 13 days. Can we get VOA or do we need to apply beforehand ?

Unfortunately, you are not eligible for any kind of VOA. Simply speaking, you have ruined your potential eligibility by using Guangzhou as a transit point to reach Haikou. To be allowed to transit through Guangzhou, you are supposed to have three countries within the itinerary, i.e. country A (New Zealand) - B (Guangzhou in mainland China) - B again (Haikou in mainland China).

As you can see, we miss a country C that has to follow after Guangzhou. It simply cannot be Haikou because this is not considered as a transit. Of course, it is possible to make a series of mainland Chinese cities in a row and remain eligible for 24 hours visa free transit, but only if you are traveling between two different countries that are different than mainland China within 24 hours.

To conclude, you have to obtain a full Chinese visa in advance. This visa will cover your entire travel and your stay in Haikou.
