Is Harbin ice festival still be there by the end of February 2020?

When does it start and when does it get over?

Yes, of course. It is a grand festival in a year. Date of 2020 has not been announced. But generally speaking, it started from late December to March next year.

We were there mid-March of this year (2019) and the Ice City was already closed. Better to go earlier to play it safe.
