Just to add a few details...
Laura, this is very easy process. You can do everything by yourself including hotel booking, flight tickets, everything... When you are done with all the mentioned, you will just contact the relevant agency, for example even this one, i.e. China Travel Guide and you will write them exactly and precisely the names of all your participants and your entire itinerary for your stay in Hainan. They will soon reply and offer you, as Harvey, has already mentioned, some of their services. You can book some simple service, for example an airport transfer (this is in your case quite useful) and they will support you at relevant authorities. After that, they will send you an approval that you can fly there. Keep in mind, since you are based in Singapore, that Singaporean citizen don't have to be included in the entire process because they can travel in China, Hainan included, completely visa free for a duration of 15 days. Of course, you can include them in the transfer from the airport to your accommodation.
