The citizens of Dominican Republic are eligible for 24 hours visa free transit in China if their entire transit time is less than 24 hours long. So, in your case, if Wuhan is your only stop in China and if your entire transit time is just 8 hours, you are definitely qualified for 24 hours visa free transit. Keep in mind that you will have to present your visa for Thailand.
