Hello Im Dominican and ill be flying from JFK to Osaka with a 4 hour Layover in Beijing.

Would i need to apply for a visa or can I get a 24-hour transit permit?

No, you don't need a visa. You can enjoy the 24 hours visa free policy because of your stopover is only 4 hours.
