Tourists to working visa

Hi im a Philippine passport holder. I have had 2 type L visa now applying for working visa. Is it possible for me to apply inside china for the working visa or do i have to go to Hk for it?

Mia, you can convert tourist type to work type at local Public Security Bureau without leaving China.
