You got me confused with this. Does this mean i cannot apply VOA upon arrival at SZ?

You should just bring the passport with the mentioned Chinese visa with you and have it in your hand, ready to be presented at the time of application for Shenzhen VOA.

Unfortunately, just recently we were informed that Chinese authorities have stopped issuing VOA for Filipino citizens even to those in possession of visa that has been issued previously. I'm sorry, but it's better for you to know it now.
