applying for a Chinese Visa F in the UK while on family visa

hello,

I am a French citizen resident in the UK and my wife is an American citizen living in the US. We are planning to go to China (Shanghai) on a visa F for 14 days in September. We are planning to apply for our visa this summer.

My wife does live in the UK and but will be on a UK family visa starting this summer. Does this visa allow her to apply for a Chinese Visa in London?

Many thanks in advance,
