Having a layover of 19 hours in Shanghai is indeed a very good reason to apply for 24 hours free entry permit. This permit is free and it is not a visa, but just a small sticker in your passport. The permit is usually granted to those with long layovers as is your case, especially if they have a proof of accommodation booking or a participation of some tour. So, you will have to apply for 24 hours free entry permit upon your landing in Shanghai and I'm more than confident that you will be granted one.
