Permanent Resident in Malaysia holding Indonesian Passport to apply China Visa in Malaysia

I am a Permanent Resident in Malaysia with Indonesia passport. I want to apply China visa for study trip on 14th July 2019. Can I apply it three weeks before my departure to China?
