Where can my cousin apply for Hong Kong visa?

My cousin lives in USA and have Permanente green card. But she wants to travel to Hong Kong. Knowing that she can’t use green card to enter HK. But she also have a Vietnam passport, by using her Vietnam passport to enter HK, she needs to have HK visa. Where can she apply HK visa in USA?? Or what does she needs to do? Thanks!!

By mailing her application directly to the immigration department's headquarters in HK, or in person at a Chinese consulate or embassy in the US. Keep in mind that the latter method is the slowest (3 months at least) while the former halves the processing time but your documents may be lost in the mail. The immigration department's website has the most up-to-date instruction.
