About:144-Hour Visa-Free Transit

can you combine visas

I will be arriving in Shanghai from the USA for 3 nights, boarding a cruise to Seoul Korea so I meet the 144-hour visa-free transit- USA, China, Korea. However, the cruise stops in Tianjin after Seoul, Korea for 2 nights and then on to Cheju Korea. Does the port in Tianjin meet the 15-day requirement if we book a tour from a licensed tour operator since it doesn't meet the 144-hour visa-free transit? Can we combine the 2 visa-free options?

Unfortunately, you are not allowed to travel the above described journey without Chinese visa. You are right that your first transit is eligible, the second one is not and you cannot bypass this fact by any available visa free or visa on arrival option since there is no 15-day visa free policy for cruise tour groups in Tianjin. The only good detail is that US citizens are entitled for 10 years multiple entry visa, so at least this makes a good investment in case that you plan to travel to East Asia again within the next 10 years.
