Yes you can... The best option in your case is ineed a transit visa because all other options appear to be very problematic unless you skip China and use just Russian territory for your transit to Tajikistan. For example, you can easily take a plane or train from Russian Far East reagions (Vladivostok, Khabarovsk...) to Novosibirsk and from there by plane (Somon Air or S7 Airlines) to Dushanbe.
The alternative is to obtain Chinese transit visa and to take trains untily Urumqi and from Urumqi by plane to Dushanbe. I understand that you probably want to see some parts of China and if so, you are advised to make a sketch of your intended travel and keep in mind that at the time of application you will have to present your itinerary very precisely, with all of your tickets already bought and you will have to stick to your itinerary in the absolute way. You can apply for a transit (G) visa at Consulate General of China in Vladivostok.
