About:240-hour Visa-free Transit in Liaoning

Can I use the Liaoning 144 hour transit policy for a short visit and return to my home country?

I would like to visit a friend‘s wedding in Shenyang. Can I fly there, stay the 144 hours and then return to my home country? Frankfurt—>Shenyang —> Frankfurt

No, this is a visit, but the policy requires a transit to third country.
