We have the work permit on issued from shenyang liaoning. But we dont have the invitation letter.

I registered my company in shenyang. After graduating from shenyang. In 2019. Came back this year in January and got stuck in pakistan due to COVID-19. I applied for my work permit which i got from shenyang. But they said they can’t give the TE invitation letter. can i get visa on my work permit ? Without invitation letter
