Yes in principle, but in case that your flight itinerary could be treated as a transit, then you can apply for such an option. Fore example if your travel itinerary is Los Angeles - Beijing - Hong Kong - Los Angeles or New York - Shanghai - Seoul - New York in that case, you would be eligible to travel to China using 144/72 hours visa free transit.
