About:Overstaying in China & Penalty

What is the fine for a child with no visa who has been in China?

My child (American) was born in China to American parents. He is now 8 years old and has never had a passport and therefore never had a visa. Does anyone know the penalty for this as we are now ready to leave the country?

Maybe you need to pay a fine of up to CNY5,000 and it is basically impossible for him to enter China again.

If his birth is not reported to the State Department then he is considered de facto stateless. How come the parents have never secured a passport for the child? Are you both permanently residing in China?
