About:Chinese Clay Figurine Museum

US permanent resident with a Philippine passport

I will be having a 11-hr layover in Beijing and would like to go outside the airport. Can I apply for the 144-hr? I am a US permanent resident but still has a philippine passport.

Any kind of residence regardless of country is insignificant and citizenship is only that matters. In your case, if Beijing is your only point within mainland China, you are definitely eligible for 24 hours visa free transit. As far as your exit from the airport is concerned, you should apply upon your arrival in Beijing for 24 hours free entry permit (not 144 hours visa free transit). You chances are good because of the length of your layover and in case that the layover is during the night hours, you should book your accommodation in advance and have your confirmation in hard copy. Anyway, you should know that the permit is always upon immigration officer discretion.
