About:72-Hour Visa-Free Transit

Hong Kong to Shanghai then Shanghai to Taipei

Will they count Shanghai and Taipei as same country (both China) and cannot enjoy 72-hour visa free transit?

Taiwan counts like a third country.

You can enjoy 144 hours visa free transit, but your citizenship has to be among 53 eligible countries.
