Visiting china on official trip. Do we need invitation letter stamped by Ministry of Foreign affairs

If you work for Pakistani federal or local governments or other official institutions and provide an NOC to Travel Abroad issued your employer and attested by the Ministry of Foreign Affairs of Pakistan, or you have visited China for more than three times since January 1, 2016, you do not need invitation letter stamped by Ministry of Foreign Affairs.
