Can I apply for tourist visa without submitting air-ticket and hotel-booking?

I feel I want to make sure I get the Visa first before booking.

Dear, do you apply for tourist visa? If yes, you have to submit air ticket and hotel bookings. You can book refundable tickets and hotels if possible.
