Turning 18

I currently work in China and my family is with me. My daughter (dependent) is turning 18 and her visa has to be changed to a student visa. Is it true that she has to exit the country to change to a student visa?

She can possibly change the S visa into X visa without leaving China. Just have a try at the local exit and entry administration.
