144hr visa in Guangzhou

Is this 144hr visa available in Guangzhou yet??
I found conflicting information on your site and others.
Saying that it isn't available yet , is this correct?
I am flying into Guangzhou from Hong Kong then need to get back to Hong Kong via another port/country.
Is there any other way to fly to Hong Kong from Guangzhou and still qualify for the visa ?
Through Macau, Taiwan etc as KL is a long option .
What s the cheapest and quickest options?

144 hour transit without visa (not a visa) is available in Guangzhou. You must arrive by air, but you can leave overland. The easiest way to depart would be to get a boat ticket in advance to Macau.
