You are perfectly covered by 24 hours visa free transit in Shanghai. By the way, that is the exact terminology you should use and not "transit visa" or "visa on arrival". Having in mind that your layover is rather long, you will apply, upon arrival in Shanghai for 24 hours free entry permit. To get one, you should book an accommodation in Shanghai and have a confirmation in printed form as well as your flight tickets. This will increase your arguments and you will almost certainly be allowed to exit the airport, explore the city and have a decent overnight outside the airport.
