About:24-Hour Visa-Free Transit

I have the following route: Hong Kong -> Beijing (19h transit) -> Almaty (Kazakhstan).

I am a Kazakhstan citizen.
Am I eligible for 24-hour visa free transit. Can I leave the airport to hostel / food?

You are perfectly eligible for 24 hours visa free transit. You will almost certainly be allowed to exit the airport, so upon your arrival in Beijing you will apply for 24 hours entry permit at the relevant counter. Please, have your flight tickets and hotel/hostel booking in printed form and ready to show to immigration authorities. This entire procedure is completely free.

Yes in principle, especially because your layover is a long one and is probably even during the night. Anyway, entry permit is always on discretion of immigration official so, to empower your application for entry permit, I suggest you to make a hostel booking.
