Of course it is, if your passport qualifies. The route is obviously compliant. Is there something unclear in the article that made you post your question?

Perfect! Thank you. Yes this part was the base of my question;

Key point: The international flights flying in and out of China – from A to B and from B to C – should be non-stop, without a stopover anywhere in Mainland China.

I wasn’t sure due to the definition of stopover versus layover so wanted to be 100% sure. Better safe than sorry. :) thanks for confirming
