About:Visa on Arrival

Can I travel to XiaoJing Bay resort area with Shenzhen VOA?

HI there, I want to show my friend who has a French passport the resort area in XiaoJing Bay area. Does that area cover under the VOA area? Thanks so much in advance for your reply.

Unfortunately not because this area is outside of Shenzhen Special Economic Zone, i.e. this area belongs to Huizhou.
