About:How to Travel to China without a Visa

does he need transit visa for 4 hours lay over?

My husband will travel to houston, texas USA and will have lay over in beijing china does he need transit visa for 4 hours lay over?

I assume that your husband will travel on the route Houston - Beijing - Philippines, right? In that case and with the fact that his layover in Beijing is just 4 hours, his travel is perfectly covered by 24 hours visa free transit.
