For the hongkong possibility, even if he would continue straight from Hongkong to Shanghai , without stopover , this would be eligible for the 144 hours free transit ?

No stopover needed. The wheels touching the runway is enough.

He needs to depart from one country, i.e. Belgium, stay in China and return to some other country, i.e. France. Departing and returning from the same airport or a country (the same problem) would be considered as a visit for China and not eligible for 144 hours visa free travel.

Another possibility is to fly from one airport in Europe to Hong Kong, then from Hong Kong to Beijing (by air or by slow train) and from Beijing back to the same airport in Europe. This would be eligible for 144 hours visa free transit because Hong Kong is considered as third country in the 144 hours visa free transit rules.

True. The crucial detail regarding the entire legal structure for 144 hours visa free transit is that the country that precedes to particular city in mainland China has to be different from the one that follows after the visit to the mentioned mainland Chinese city. In this regard Hong Kong is considered to be a third country (or first one, depending on the order of visit).

To conclude... A route like Brussels - Hong Kong - Beijing - Brussels is just fine. As you can see, the Chinese authorities are intrested only in the following: Hong Kong - Beijing - Brussels. Qualified :).
