Blacklist by chinese embassy can get Hongkong visa?

If a person is in a blacklist of chinese embassy visa application is he able to get hongkong visa?

If you apply via the Chinese embassy, I'm afraid you may meet with some difficulties. If you send your application to the HK Immigration Department by mail, you may have a bigger chance to get a visa, but I cannot guarantee that.
