About:72-Hour Visa-Free Transit

I'm a US citizen traveling to Beijing.

I'm arriving from MNL on October 13,2019 at 0005 and leaving for JFK on October 15 at 1600. Do I qualify for TOWV or I'm required a visa. And also I'm flying budget airline from the Philippines(Cebu Pacific) and flying a different airline to JFK( Hainan Airlines.

You definitely qualify for 144 hours visa free transit. It really doesn't matter the fact that you will be arriving by low cost airline and that you have separate tickets. Just proceed your travel plans.
