About:144-Hour Visa-Free Transit

London-Hong Kong-Shanghai-Hong Kong -London

I am flying London Hong Kong, and then a few days later Hong Kong-Shanghai, then four days in Shanghai, and then back to London - however, even though the ticket for the final leg is Shanghai-London, the airline does have a stop-over in Hong Kong. Am I right in thinking eligible passports would qualify for the 144 hour visa on arrival in Shanghai in this situation?

Hong Kong-Shanghai-Hong Kong is not a transit, so you won't qualify for free transit policy.
