About:24-Hour Visa-Free Transit

hi, i have 17 hours lay over in shanghai Filipino citizen

i am flying from canada to cebu philippines. i am a holding a philippine passport. my lay over is 17 hours. do i need a visa to get out of the airport for a tour?

You will be definitely granted 24 hours visa free travel, but the entry permit will mostly depend upon the use on one of the two or both terminals at PVG airport. They have different circumstances regarding the issuing entry permits. Now, I don't recall properly, but one of the forum members has recently explained this in detail. As far as I remember, if it happens that your arrival and departure flights are using terminal 1, don't bother by trying to get an entry permit because they have firm policy of rejecting it. I just wish the forum member is somewhere around to give you precise explanation regarding this issue.
