Need info about baby visa

I need info how to apply for baby visa as i am here in China as a student. secondly, need to know about the time limit to aplly for visa and if we are late then will there be any fine and if yes then how much. is there any range per month for fine?

If you overstay in mainland China, you are supposed to accept the fine of 500 RMB per day, but the capped amount won't exceed CNY10,000, and other penalties.
