Blacklist Clearance

I have a friend who have overstayed his student visa for 8 months now, he was told his name can be cleared from their system and then reapply again for a student visa. I want to know if it's possible to do that without any arrest?

It's hard to say it. He must pay the 10k CNY fine but the length of detention depends on the decision of the local public security office.
