Flying from Australia to Beijing and joining a 9 day organised tour

Tour drops us at cruise terminal in Shanghai to join cruise ship and sails that day to several ports for 22 days eventually arriving in Sydney Australia. Am I covered with the 15 day free transit visa. If not which visa do I require and what does it cost.

No you will need to apply for the tourist (L) visa for this. The 15 day visa free us for those arriving in Shanghai by boat and leaving China on the same boat. You can apply through the CVASC in Australia. 109.50 AUD for 3 month single entry visa if done in person more by mail or rush service
