My son US citizen studying in Hyderabad needs to visit China with me in May 2019

My son, who is US citizen passport holder and currently studying in Hyderabad while me and my live in NCR. My questions are: Can we apply for my son chinese visa here in Delhi? Does he have to come for visa or it can be granted with our application?
