I am traveling Air China from New York-Mumbai with changing planes in Beijing.

One of my transit is 21 hr. long 11am-8am. Can I get the 24 hr. TWOV on arrival at Capital airport?
I would like to visit Great Wall, Tienanmen Sq. and see the city. I will book a hotel.
