Yes, you can see Tulou from the city.
For example, to Yongding Hongkeng Tulou Cluster, you can take a bus from North Bus Station to Longyang Bus Station at 15:20 and then transfer to a bus to Yongding Tulou. Generally speaking, the duration is 3-4 hours.
