Would Celebrity Cruise refuse to let me go onboard without a China VISA?

I understand from you that Japan (country A) > Shanghai > Hong Kong (country B) cruise allows up to 144 hour transit without visa in Shanghai.

However, in the Celebrity Cruise VISA centre, it states that other than Sanya, if you are traveling to any other part of China you will be required to obtain a VISA.

Would Celebrity Cruise refuse to let me go on board without a China VISA?
