About:Baggage Allowance and Transportation

an extra hand luggage allowed?

Are we allowed to carry an extra hand luggage in addition to our normal luggage in a bullet train from Beijing to Xi'an

Yes, fine. They do not really weight the luggage. I see many people have more than 1 piece of luggage.
