About:72-Hour Visa-Free Transit

Beijing & Shanghai. Am I eligible for a transit free visa?

I will be travelling from Bali to Toronto with two layovers in Beijing and Shanghai. I was hoping to leave the airport on both layovers.

Beijing-Shanghai is domestic and that will compel immigration to issue a temporary entry permit in Beijing if the total time spent in China will not exceed 24 hours. Once OP gets the entry permit they are considered to have entered China.

If the time between scheduled landing in Beijing and scheduled departure from Shanghai is less than 24 hours then you don't need a visa. Its up to immigration discretion if you can get entry permit to leave the airport during the layover.
