Can I authenticate my documents and apply Z visa in Manila even if I'm from Cebu

Hello! Can I authenticate my documents and apply Z in Manila even if I'm from Cebu and we have consulate here

If you get the documents from Cebu, you need to do that from the Chinese consulate general in Cebu.
