Can Chinese citizens permanently living in the Philippines enter Macau without visa?

Holders of Mainland Chinese passports do not need a visa if they are in transit to a third destination (e.g., Zhuhai) and their stay is less than 7 days. Macau does not issue visas or entry permits to Chinese nationals without a two-way permit regardless of place of residence so theoretically your trip must be PHL-Macau-Zhuhai-Macau-PHL, otherwise you risk breaking immigration laws there.
Holders of Taiwanese (ROC) passports can enter and remain for up to 30 days.
